  • Fences in yards should not be over six feet tall, measured from the curb’s top or, if no curb, from the street centerline grade, and must meet vision clearance area rules.
  • Barbed wire must be at least six inches above a non-barbed wire fence at least five feet tall.
  • The installation, maintenance, or operation of electrically charged wire fences within city limits is prohibited.
  • Landowners with excavated or portable swimming pools, fish ponds, or other bodies of water 18 inches deep or more must have a four-foot-high fence around them. The fence must fully enclose the water and can include dwellings or buildings.
  • Pool Access Control: Owners must install fences to prevent unauthorized access to pools. Spray pool facilities without standing water are exempt from these fencing requirements.
  • Height Requirements: Fences for limited-use pools must be a minimum of sixty inches high. Fences for general-use pools must be a minimum of seventy-two inches high.
  • Design Standards Fence: Fences and windows shouldn’t have gaps for a four-inch sphere to pass through. Vertical members should be spaced to maintain a gap of less than one and three-quarter inches if horizontal members are under forty-five inches apart. Solid fences should be smooth, with no protrusions except for construction tolerances and masonry joints.
  • Gate Specifications: Fences must have self-closing, self-latching gates. A secured latch or lock is necessary for pool access. If the latch is below 60 inches, an 18-inch solid radius is needed to prevent child entry. Otherwise, the latch must be 60 inches above ground.
  • Exemptions: Restricted service entrances in restricted areas are not subject to door or gate requirements if public access is prohibited. Lifeguarded pools do not need a self-closing, self-latching gate when in use, but facility gates should be closed and locked when not in use.
  • Measurement and Maintenance: Fence heights are measured on the side outside the pool enclosure area. Owners ensure that surrounding ground levels, structures, or landscaping maintain the barrier’s effective height.
  • Chain Link Fence: Mesh openings should be at most 1 1/4 inches square. If the chain link exceeds 1 1/4 inches square, inserts are necessary to limit mesh openings to a maximum of 1 3/4 inches.
  • Vertical Spacing: Vertical spacing should not surpass 4 inches when the tops of horizontal members are over 45 inches apart. When the tops of horizontal members are under 45 inches apart, vertical spacing should not exceed 1 3/4 inches.
  • Solid Fence: Solid fences must not have indentations or protrusions except for normal construction tolerances and masonry joints.
  • Clearance: Maximum clearance above grade must not exceed 4 inches.
  • Latch Requirements: If the latch height is less than 60 inches from the ground, a continuously locked lock must be provided with an 18-inch radius of protection around the latch.
